Energy Security as a Destabilizing Factor in the Eastern Mediterranean through the Lens of U.S.– Russia Rivalry: 2000–2020
English
During the 21st century, the Eastern Mediterranean has strengthened its presence in the international relations literature. The evolution of the international balance of power has become more closely associated with the region, particularly following the discovery of significant natural gas reserves in 2009. Regional rivalries have intensified considerably, yet they have not escalated into a major regional conflict; a similar pattern characterizes energy relations. Consequently, the contribution of energy security to these developments has attracted increasing attention among scholars. Nevertheless, there remains a need for a broader spatial and temporal, and more systematic, multi-factor synthesis of the findings derived from numerous individual cases of rivalry in the Eastern Mediterranean, examined in conjunction with the competition among the major powers exerting the greatest influence in the region, within a unified theoretical and methodological framework. This dissertation seeks to address this gap by examining energy security as a destabilizing factor in the Eastern Mediterranean through the lens of U.S.–Russia rivalry during the period 2000–2020. The analysis adopts a comparative approach, combining qualitative and quantitative research through a comprehensive literature review, and is grounded in the theoretical framework of Defensive Realism. The findings demonstrate that energy security did not determine the course of regional rivalries but contributed to their evolution by becoming incorporated into balancing strategies when competition intensified across the political, military, diplomatic, and security domains, while also facilitating attempts at accommodation during periods of de-escalation. Furthermore, the study shows that the U.S.–Russia rivalry did not determine these processes but influenced them to the extent that it enabled both, or either, of the two powers to enhance the balancing capabilities of competing regional actors. Consequently, energy relations in the Eastern Mediterranean are shown to be contingent upon developments in other security domains, while the U.S.–Russia rivalry is found to have exerted a measurable influence on their evolution.
